An authenticated member receives 404 when the feature is disabled. Account membership is checked before the feature and role; nonmembers receive 401. Proposal text and source metadata are untrusted content. Only status and page filter the list; source filtering and the full evidence-reference contract remain ENG-5875. Existing sources metadata (at most 20) is returned without excerpts. Accepts top-level JSON fields only (parameter wrapping is disabled). PATCH creates a new proposed revision and returns 201 with a new id; the original remains unchanged. Approve with edits creates and approves a new human revision. Only a current proposed revision may be changed; approved/rejected/superseded/revoked or old revisions return 409, including an identical retry. Expired proposals may be rejected but cannot be edited or approved. When signal learning is enabled at installation, account-feature and policy levels, held agent text requires release approval or an actual human text edit. Invalid text or no edits on PATCH returns 422; model validation may return message and attributes. Unknown fields are ignored; status is not editable.
