Get a knowledge proposal

Requires an administrator of the URL account and its orchestration_studio feature. An authenticated member receives 404 when the feature is disabled. Account membership is checked before the feature and role; nonmembers receive 401. Proposal text and source metadata are untrusted content. Only status and page filter the list; source filtering and the full evidence-reference contract remain ENG-5875. Existing sources metadata (at most 20) is returned without excerpts.
